Canada-Wide Early Learning and Child Care (CWELCC) Agreement

On March 28, 2022, the Province of Ontario announced the new Canada-Wide Early Learning and Child Care (CWELCC) provincial/federal agreement for Licensed Child Care Programs to provide an average of $10 per day child care fee by September 2025.

Over the course of the next few months the County of Renfrew, Child Care and Early Years Division, will be working with Licensed Child Care Operators and the Province of Ontario to ensure the program is rolled out in a timely manner. The first steps will encompass working with operators who wish to enroll in the program. Please find helpful links below:

These guidelines are intended to support the creation of high-quality, affordable and inclusive child care centres.

The Child Care and Early Years Division is the designated service system manager for provincial funding for licensed child care and EarlyON Child and Family Centres, and directly operates a Licensed Home Child Care Agency in the County of Renfrew.

Funding for licensed child care includes the management of both Fee Subsidy and Inclusion Services for children and families residing in Renfrew County. Fee Subsidy is available to families who qualify to help offset the costs of childcare for children up to 12 years of age. Inclusion Services supports the inclusion of children into a licensed child care setting when required. In addition they also provide pedagogical support, and professional development for early learning practitioners and programs.

The County of Renfrew, is the municipal service manager for the EarlyON Child and Family Centres which are free drop-in programs for caregivers and children, from birth to 6 years old. Our centres are welcoming places for all families, and offers a range of services that includes:

  • Engaging parents and caregivers,
  • Supporting early learning and development, and
  • Making connections for families
